Le Dang Doanh, an economist, said: "I am very concerned that the Draft Decree on the amendment of Decree 84 issued by the Ministry of Industry and Trade will continue to give enterprises the right to set petrol prices."
 
 
 
 
 
Mr. Doanh commented: Decree 84 amended as the press mentions over the past time shows a great irrationality. This does not benefit the consumer, the state management but only benefit for a certain group of interests, including petroleum enterprises. This means that petroleum companies will continue to "self-publish" price as long.
 
How unreasonable here, sir?
 
- That is our petrol has no market right. Petrolimex is the dominant company. However, the decree continues to allow businesses to determine the price of gasoline that proves that we are loosening the role of monopoly enterprises. It is contrary to competition law and monopoly control, not suitable for market economy. Not to mention, the business self-pricing petrol is not in line with our demand for curbing inflation now and for many years to come.
 
But according to the report amending this Decree, Petrolimex currently occupies only 50% of the market and the petroleum sector also has up to 13 clues and tens of thousands of stores of all economic sectors, so have a look of the market mechanism?

"Non-exclusive" is just a way to understand, in fact Petrolimex holds the dominant position. This company is much higher than other petroleum companies, so if they let the companies decide on the price, they can not help to increase the price to their advantage. And of course, when Petrolimex grows up, other companies can not help but follow the market and it will be difficult for the petrol market to be priced in the market and benefit the people.

- The petroleum companies "called" so is true. Because of the only competitive equality, enterprises will reduce the price, while in the opposite, enterprises will only complain about losses and increase prices. - The state can not ignore the conditions if the right to self-determination price. The amended Decree must contain regulations that oblige enterprises to operate their prices in accordance with the market, up and down in the market, enterprises do wrong to take responsibility. We can not generally stipulate that under VND1,000, businesses are self-assessing, which is very dangerous.
 
The tax, fee and stabilization mechanisms must be clearly defined and separated from the cost of pricing to avoid ambiguity and firms to "price". Why are they regulated to increase the price over 1,000 VND, then the government managed less than 1,000 VND to let businesses "self-launching" is how? I assure, the whole society will no one understand the rules "each one I decide, what is this for you" will mean? What benefit and for whom? I for this absurd thing must be reconsidered seriously.
